The short answer is... very easily.
This Website is powered by Drupal, which is a content management system. It's customisable, extensible, and best of all - it's free to use! Almost all of of the customisation was done in the administration Web pages which come with Drupal. We're using a whole load of add-on modules as well - which don't come as part of the standard Drupal installation. These provide functionality such as Groups, Events, Directory, Classified Ads, Newsletters, etc.
